Envelope with traces of usage and partly shortened at left, stamps mostly in F/VF condition. The Ottoman empire did not recognize Albania as an independent state before the 'Treaty of Bucharest' was signed in August 1913, therefore postage stamps of Albania were not accepted and mail with these stamps to Turkey was treated as unpaid and charged with postage due.
