Tied by "U.S. Postal Agency, Shanghai, Oct 4, 94" duplex handstamp on "Consulate of the United States of America, Foochow, China" corner card cover to Sam's Valley, Oregon, with blue "Local Post Agency, Foochow, Se 25, 94" cds, with original enclosure from W.C. Hixson regarding the first issue of the Foochow local stamp is "in the process of manufacture" and pricing for quantities of each stamp as well as other issues; cover with slightly rough opening at right, F.-V.F., a scarce cover and interesting enclosure sent on the advent of the first Foochow stamps.
