1948 Interim Outgoing Mail: Commerc cv franked 20m M. Ha'am stps (Fl #25a x2) for surface rate ties by Haifa M. Ha'am pmk to cv addr to Vienna - Austria, 2 Austrian Censor cachets & a censor sealing tape at left, mailed to Austria contrary to regulations as mail destined abroad had to be franked Mandate stps & pmkd in 1 of the big cities by Mandate type pmks this up to 14 May. The cv was carried by the S/S Kedma that left on 14 May 1948. Enclosed F. Puschmann's certif (senior Austrian expert) stating that the censor cachets on this cv were in use between Feb. - June 48; few light spots o/w a vf Rarity, certif Tsachor - Aloni
