Front shows scarce boxed "TO PAY/12/MILS" tax mark, alongside double circle "T - CENTIMES 30 H" handstamp. Reverse shows tipped note from New York P.O. about postage to the foreign destination for the first ounce postage is 5 cents. Extremely scarce combination of two P.O. tax annotations. Despite punch hole at the bottom left very desirable postage due item, Sorani certificate. Scott J3, J4.
