This handstamp probably used on a Roumanian steamer serving between Con/poli and Constanta and its arrival was scheduled to coincide with the departure of the Ostend Express. Arr. "BUCURESTI*21 APR. 896".

The overall result is an EXTREMELY scarce item of Levant postal history.
